Priority-based Generation Control (PGC)

Overview

PGC software is designed to replace the functions of AGC. It easily integrates into the EMS or GMS of any entity that controls unit generation on a real-time-basis, like Balancing Authorities (BAs) or market generating companies. It has now been installed in electric utilities with generation capacity ranging from about 2,000 MW to over 40,000 MW, amounting to about 10% of the US total.

Control Objectives

PCE developed PGC technology based on its breakthrough concept of Priority-based Control, which optimizes control for any utility objectives.

In energy markets, PGC maximizes profit, while reducing violations related to real-time operation. For BAs, PGC technology maximizes the benefit provided by CPS1, CPS2, and BAAL. PGC can control to regional issues, such as ATEC, or control to net interchange to avoid overloading a target tie-line. Or it can target to achieve a desired range of monthly CPS1/CPS2 scores, tightening control if the score gets lower, or loosening it as the score gets comfortably high, in order to save on fuel cost and wear & tear.

PCE customizes PGC for every installation to target the specific objectives of the generation owner.


Visual Unit Generation Scheduler (UGS)

Visual UGS is a package designed to improve coordination and communication between the system operations desk and unit control rooms. It provides system operators with an interface that easily allows to set a feasible and economical target trend for any unit with only a few mouse clicks, and to communicate it with the unit. Both the unit and system operators see the same image, reducing opportunities for miscommunication. Visual UGS stores all relevant data and, hence, allows improved analysis of unit response performance after the fact. This, in turn, leads to the identification of opportunities to improve the quality of generation control and response.

Ancillary Services Opportunity Cost (ASOC)

Description

Generating companies in an energy/ancillary service market have the option to provide ancillary services (particularly load following, regulation, and contingency reserve) when they believe that their costs will offset by ancillary-service relevant revenue categories. These costs have many drivers, from the wear and tear on the units caused by following regulation signals to energy opportunity cost. The ASOC package was created to estimate how much ancillary services really cost and how well the market compensates their provision. The package helps analyze, pinpoint, and describe the causes of such costs. By collecting every few seconds the real-time operational data visible to operators and relating it to settlement results in detailed reports and easy-to-understand charts, ASOC provides a powerful platform for companies seeking to maximize the profitability of their operation in real-time markets.


Generation Control Display (GCD)

PCE has made available to PGC clients an innovative real-time display application for monitoring generation control performance and near-term future trends. The Generation Control Display (GCD) offers operators and managers a unique view of system performance data. It provides important information about the status of the system and is particularly useful in analyzing the performance of generation control and enhancing real-time decision making.


Generation Performance Monitoring (GenPM)

GenPM is an innovative system for the collection, storage, and presentation of generation control process data. It allows any user on the network to examine graphically and numerically, with user-friendly and presentation-ready plots, operational data for each individual unit as well as the entire system. GenPM allows analysts to get a picture of performance over a week or break down a specific minute of operation. It brings together real-time data, sampled and stored at intervals of a few seconds without loss of accuracy, with detailed market information and settlement data. GenPM provides the most comprehensive and powerful tool for finding and communicating opportunities for improving the generation control process.


Regulation Score Card (RSC)

Description

The RSC package retrieves and stores all relevant data that affects regulation at the unit level. It then uses these values to calculate a number of performance statistics, including a PCE-developed index. This index measures the quality of a unit response to controls issued by AGC or PGC over periods of continuous regulation. The package provides statistics on this index and other parameters over any targeted time interval, including hourly, daily and monthly reports for each unit or the entire system. RSC has been used to promote more responsive plant regulation performance and to identify problems in plants in order to create a more reliable and economically efficient system.


Visual Economic Dispatch (VED)

Description

Based on technology utilized in PCE's state-of-the-art Priority-based Generation Control system, this tool will help in both real-time and predictive analysis of the optimum distribution of generation. Visual Economic Dispatch enables operations staff to quickly run an economic dispatch analysis of multiple current and future scenarios, and identify actions that will help improve overall efficiency of production.
